Survey on County Performance Reporting

This survey was designed to find out how County programs and services are using County performance measures to report to external audiences.  The Survey on Performance Reporting report can be found on the Audit Reports page. 

Management Audit of the Justice Court

The purpose of this management audit was to answer the following questions:  Are there opportunities to maximize Court revenues without compromising justice?  Are cash handling controls adequate?  Are citations processed efficiently and timely?  Can lobby congestion during peak hours be reduced?  Have new diversion programs and caseloads impacted workload?  Is current staffing adequate?  The Management Audit of the Justice Court report can be found on the Audit Reports page.

Fleet Replacement Fund Financial Review

The purpose of this financial review was to assess the Fleet Replacement Fund's rate setting methodology, the Fund's financial status as the end of FY 2009-2010 and the financial policies used to manage the Fund. The Fleet Replacement Fund report can be found on the Audit Reports page. 

Quarterly Financial Reporting 

The County Administration requested assistance in developing the content and format for a quarterly financial report for the Washington County Board of Commissioners.  This project documents County staff's requirements for such a report, research reports produced by other organizations and develops a draft quarterly financial report.  The quarterly Financial reports can be found on the Audit Reports page.

Annexation Processes

This evaluation was initiated because there was concern that the County's current annexation processes are fragmented, not well documented, and that processes may be leading to errors in property and voter assignment to jurisdictions within Washington County.  Annexation Processes reports can be found on the Audit Reports page.

Enhanced Sheriff Patrol District (ESPD)

District residents and businesses received the patrol services authorized by District voters.  IN some instances, District service levels approached or exceeded the service levels provided by Washington County cities.  ESPD expenditures are consistent with inflation and with national law enforcement expenditure data.  The District is in good financial condition and current service levels appear sustainable for the next several years at current tax rates.  Enhanced Sheriff Patrol District reports can be found on the Audit Reports page.

Urban Road Maintenance District

The Urban Road Maintenance District has efficiently and effectively improved the quality of Washington County’s urban local streets. That is the conclusion of a performance evaluation completed by the Auditor’s Office in collaboration with Framework LLC. The evaluation also forecasts that the District should be able to sustain current road conditions, given certain revenue and expense assumptions, for the next ten to fifteen years without requiring an increase in property tax rates.  Urban Road Maintenance District reports can be found on the Audit Reports page.


Service Incidence Study

This project is designed to identify potential tax subsidies and surpluses between specific geographic areas of Washington County. These geographic areas include: 1) incorporated areas; 2) the urban unincorporated area; and 3), the rural area. The study is an update of a 1984 study by Portland State University's Center for Urban Studies.  Service Incidence Study reports can be found on the Audit Reports page.


Contract Administration

In 1999, we performed a review of Contracting-Out of County Services, and based on the review's findings, the County Administrator recognized that the County would benefit from a more formal process to guide service analysis and documentation for contracting-out for services. As a follow-up to this previous review, a survey was performed to identify key issues that relate to how the County administers contracts once they have completed the purchasing process.  Contract Administration reports can be found on the Audit Reports page. 


Facility And Equipment Reserve Funding

Concerned about overhead expenses and the increasing fund balances in the County's two building equipment replacement funds, my office and the County Administrator's Office initiated a study of the County's policies and practices for funding the replacement funds. The study's recommendations will help to provide the County with a balanced and effective building equipment replacement program for the future.   Facility and Equipment Reserve Funding  reports can be found on the Audit Reports page.


Performance Measurement Support

My office has provided orientation, training, and technical assistance to various County departments as they worked to develop and implement internal performance reporting systems. Recently we developed a performance intranet site, and have reviewed Assessment and Taxation performance measures. The current County Administration has recently taken the initiative for Performance Measurement. In the future my office's role will be to review the Performance Measures adopted by County programs to help assure their validity and reliability.  Performance Measurement Support reports can be found on the Audit Reports page.
