Legal Status/Convictions:

Mr. Ortiz is on post-prison supervision for Assault III, Attempted Rape I, and Kidnapping II, until October 8, 2021.  Mr. Ortiz is being released from Two Rivers Correctional Institute on April 10, 2014. He has been incarcerated since October of 2007. He has been designated a sexually violent and dangerous offender pursuant to ORS 144.635 and will be under intensive supervision with Washington County Parole and Probation, Sex Crimes Team.


It is important to note that Oregon is a ‘determinate sentencing state,’ meaning the length of an offender’s sentence is set by the court at sentencing.  Offenders are released when they complete their imposed sentences. In this case, Mr. Ortiz has served his time and, by law, will be released to his county of residence, where he will be under community supervision for a period of 90 months.


Special Conditions of Probation/Parole/Post-Prison Supervision:
Mr. Ortiz is not allowed to have any contact whatsoever with any minors or go to any place where minors congregate (i.e. parks, schools, arcades, etc.). He is not allowed to have any contact with his victims.  Mr. Ortiz is not allowed to use or possess alcohol, drugs or pornographic material of any kind.

Mr. Ortiz will receive the highest level of supervision possible, designed to prioritize community safety and reduce the likelihood of any re-offense. He will be directed to engage in sex offender treatment, work with a mentor, and submit to polygraphs.  He is required to meet with his supervising officer weekly.

Mr. Ortiz will be required to wear a GPS monitor and his movements within the community will be restricted, to include a 10 p.m. curfew. Local law enforcement officers have also been advised of his status.

Prior Convictions:
Mr. Ortiz has both juvenile and adult criminal history from 1996 to the present, including minor in possession, sex offenses, kidnapping and assault.  Sex offense convictions include:

  • April 2002 – Rape I and Attempted Rape 1 (Washington County)
  • October 2007 – Kidnapping in 2nd Degree, Assault 3rd Degree, and Attempt to Commit Crime-Rape 1 (Washington County)

Target Population:
Both of Mr. Ortiz’s victims were unrelated females who were 12 and 17 years of age.
