Community Involvement Program Transition

Washington County has initiated a planning process to transfer the programmatic support for Washington County's community involvement program away from OSU Extension, the County's contracted service provider for Citizen Participation Organizations (CPOs) and the Committee for Citizen Involvement (CCI). This effort began in the fall of 2014 after OSU Extension announced that it had re-evaluated its institutional strengths and role in this County program and would not continue to administer the program in the future. 

To facilitate the transition, the Washington County Board of Commissioners has approved a process whereby a Board-appointed Transition Planning Team is exploring a broad range of public participation models and strategies. The Planning Team is charged with developing several options for Board consideration so that a transition can be implemented in early 2016. OSU Extension has committed to continue administering the program during this planning process.

Transition Planning Team Final Report and Joint Meeting with Board of Commissioners
The Community Participation Transition Planning Team will convene jointly with the Board of County Commissioners on Jan. 12 to discuss the final report in the transition process.

 

Project Timeline 

  1. Confirm purpose, goals and process with the Board of Commissioners –January 2015 

    • Board of Commissioners considers the proposed process outlined here. 
    • Board considers County Administrative Office staff recommendation that, as part of the transition process from OSU Extension, this planning process will explore a broad range of public participation models and strategies. Meeting Notes: The Board of Commissioners gave staff direction regarding this transition effort at their Extended Worksession on January 13, 2015.

  2. Prepare for planning process –February/March 2015 

    • County Administrative Office hires consultant. 
    • Board appoints a Transition Planning Team charged with developing several options for Board consideration. The 13-member Planning Team is appointed by the Board based on the following: 

      • 3 citizen-at-large representatives nominated by the Committee for Citizen Involvement
      • 2 citizen-at-large representatives selected by the Board 
      • 2 citizen-at-large representatives from under-represented communities (e.g., communities of color, youth) selected by the Board 
      • 2 representatives with professional expertise in public involvement (e.g., International Association for Public Participation (IAP2) certification or at least two years of work experience) selected by the Board 
      • 2 representatives of cities and/or special districts nominated by countywide city and special district managers 
      • 2 staff from Washington County nominated by the County Administrator 
  3. Conduct planning process –April-September 2015 
    • Background Research: Consultant researches best/promising practices for county-level public involvement models. 
    • Key Stakeholder Interviews: Consultant conducts 15-20 key stakeholder interviews with CCI Steering Committee (4-5), CPO leadership (4-5), County Administrative Office staff (3-4), Washington County Land Use and Transportation Department staff (2-3), OSU Extension staff (2-3);consultant conducts a group interview with city and special district managers at their monthly meeting;consultant summarizes findings and submits them to the County Administrative Office. 
    • Board Feedback: Consultant and County Administrative Office staff seek feedback from the Board about key stakeholder findings;consultant summarizes the Board's feedback for use by the Planning Team. 
    • Planning Team: Consultant convenes the Planning Team to review best practice and key stakeholder data, gather additional input as needed (to be determined in consultation with the Planning Team), and develop options for a new public involvement program per Board direction. Consultant drafts final report that summarizes the recommendations of the Planning Team. 
    • Report to Board of Commissioners: Planning Team submits options to the Board. 
  1. Make final decision –October-December 2015 
  • The Board considers options, gathers additional data/input as needed, and makes decision. 
  1. Implement transition –January-June 2016 
  • The County Administrative Office works with OSU Extension staff to develop the transition plan and implement the new program per Board direction.
