Annual Performance Report

CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT (CAPER) FOR PROGRAM YEAR 2012/2013

Washington County and the City of Beaverton have prepared their 2012 CAPER report as required by federal regulations.  The report details project accomplishments as well as expenditures throughout the period July 1, 2012 through June 30, 2013 for the Community Development Block Grant (CDBG) Program, the Emergency Solutions Grant (ESG), and the HOME Investment Partnerships (HOME) Program.  The purpose of the report is to measure to what extent the jurisdictions are meeting priority needs, goals and strategies as outlined in the 2010-2015 Consolidated Plan.

The report is presented in two volumes.  Volume One contains the narrative describing the CDBG, ESG, and HOME activities according to HUD’s prescribed format.  Volume Two contains reports generated from HUD’s Integrated Disbursement and Information System. 

The report was due to HUD on September 27th.  A 15-day public comment period on the report began on Wednesday, September 4th and ran through 5:00 p.m., Thursday, September 19th.  A public hearing on September 19th was held to receive comments on the CAPER.  The hearing was also an opportunity to accept public comment on housing and community development needs in the County.  The hearing took place in the Washington County Public Services Building, 155 North First Avenue, Hillsboro, located in the Cafeteria.
