Solid Waste Code Enforcement

The Washington County Solid Waste & Recycling Program serves as an enforcement agent of Washington County Code Chapters 8.04 (Solid Waste Control):

  • 8.08 (solid waste disposal sites)
  • 8.20 (nuisances)
  • 8.24 (noise)

Regulated disposal facilities

Within Washington County, solid waste disposal facilities are governed by Chapter 8.08 Solid Waste Disposal Sites of the Washington County Code.  Most disposal sites that operate within the County are required to obtain a County franchise in order to protect the health, safety and welfare of the people of the County. 

The three sites franchised within Washington County are the Hillsboro Landfill , the Lakeside Reclamation Landfill and the Nature’s Needs Compost Facility.

The program’s code enforcement officers have authority to investigate potential violations of State Statutes related to solid waste including:

  • Theft of Services ORS 164.125 and Offensive Littering ORS 164.125
  • Illegal Dumping ORS 164.805 
  • Prohibitions Against Removing or Mixing Recyclable Material, ORS.459A.080.
