Waste Management Plan

The Regional Solid Waste Management Plan (RSWMP) is a long-range plan developed by METRO.  It provides a framework for coordinating solid waste and recycling programs in the region (encompassing Washington, Multnomah, and Clackamas counties) and provides direction for meeting solid waste objectives through 2017. 
 
The RSWMP also outlines the region's plan to manage disaster debris in the event of a significant event. The Regional Disaster Debris Management Plan (RDMP) is intended to enhance the preparedness of the Portland metropolitan area to deal with the removal and disposition of debris generated by a natural or human-caused disaster and is part of the Regional Solid Waste Management Plan (RSWMP).
