Food Carts in Unincorporated Washington County

Increasing interest in food carts led to numerous inquiries from the public on where carts may locate and how a property owner can host one or more food carts. At present, the Washington County Community Development Code (CDC) does not acknowledge or regulate food carts as a separate land use from a brick-and-mortar restaurant. Lacking specific regulation, the County only allows food carts through the same process, standards, and fees that apply to a restaurant in a permanent building.

The Department of Land Use & Transportation Community Planning staff examined this subject in a "Food Carts" issue paper. Based on the recommendations of this issue paper, the County is proceeding with development code amendments to adopt food cart specific standards and criteria.
