Function
The Public Service/Development Review group provides direct customer service to the public and other departments and agencies. Those services include:
- Provide copies of the various records on file in the County Surveyor’s Office.
- Provide addresses and approve street names for property within unincorporated Washington County and certain cities in the County.
- Maintain and expand the County’s address grid map.
- Review and file records of survey.
- Review subdivision, partition and condominium plats prior to recording for compliance with Oregon State Statutes and applicable development codes.
Street Naming and Addressing
The Uniform House Numbering and Street Naming System is administered by the County Surveyor’s Office.

Monumentation Policy
The Washington County Surveyor's Office requires the use of those monuments identified in ORS. If the situation warrants, you may use a Berntsen "Survey Mark (BP1 or BP2)", a MARK-IT "Mini Plug Marker (MPM-SM or MPM-PFT)", or other equivalent monument. Equivalent monuments must be pre-approved by the Washington County Surveyor. Generally brass screws and similar markers will not be approved.
Offset monuments must be pre-approved.
Survey Review (Non-Plat Boundaries)
- Survey Filing Fee: $400.00
- Copy requirements: 2 signed paper copies for review
- The following statement is required on sheet 1 of all surveys:
"WASHINGTON COUNTY SURVEYOR’S OFFICE

January 1, 2012 we began accepting permanent ink on acid free bond paper as the final product for Records of Survey. The mylar materials you were submitting before are still acceptable but additionally, contingent on our testing of your paper for strength and acid content, you have the option of sending in paper for filing. When you submit your two paper copies of a Record of Survey for review, we will test the paper and include the result as part of your redlines.

- Review fee deposit: $1,260.00
- Copy requirements: 2 signed paper copies for review
- Surrounding and vesting deeds and all documents called on the survey must be submitted with survey
- The following statement is required on sheet 1 of all surveys:

Condominium Review
- Condominium names in Washington County are approved by Assessment & Taxation. Contact: 503.846.8871
- A boundary survey, along with surrounding and vesting deeds and all documents called on the plat, must be submitted to the County Surveyor a minimum of thirty days prior to the submission of the final plat
- The amount of the required deposit for Surveyor's Office review fees is determined by County staff after receiving copies of the plat

Monument Box Requirements for Plats
In accordance with the Washington County Uniform Road Improvement Design Standards, adopted July 28, 1998, monument boxes are required for all centerline monuments within or, if applicable, outside the boundary of subdivision and condominium plats. This also pertains to streets publicly dedicated per partition plats. At this time, the following monument boxes (frames) and covers have been approved for use in Washington County:

The 8" boxes are acceptable for most local streets (subdivisions). The 12" boxes may be required for streets or County Roads of a higher classification and will be addressed on an individual basis. Utilizing monument boxes will protect monuments, make them easily accessible and allow you to use plastic caps instead of aluminum caps. Another benefit is being able to set all of the interior monuments at one time, thus saving you additional field trips and the expense of extra Washington County field checks.
