The Role of the North Bethany Workgroups
The primary role of the workgroups is to assist with the development of the North Bethany Subarea Planning ordinances.
The workgroups were originally established back in October 2009. The Board of County Commissioners, upon adopting A-Engrossed Ordinance 712, identified several issues to be resolved and included in a subsequent ordinance in 2010. In 2010, three workgroups were established to address those outstanding issues, under the topics of 1) Natural Resource and Open Space Areas, 2) Land Use and Design, and 3) Growth Management and Funding. Each workgroup was comprised of a North Bethany property owner, a CPO 7 representative, developer representatives, and county staff. A neutral third-party facilitator managed the workgroup process. The three workgroups reached agreement on many of the outstanding issues, and their recommendations were forwarded to the Board for its consideration. The Board adopted A-Engrossed Ordinance 730, which addressed the majority of the outstanding issues, in October 2010.
The North Bethany 2011 Stakeholder Workgroup
Although the major elements of the North Bethany Subarea Plan have been established with the adoption of A-Engrossed Ordinance 730 in 2010, a limited number of "placeholder" issues remain to be resolved in 2011. A 2011 workgroup has been established to address these "placeholder" issues.

Similar to last year, a neutral third-party facilitator will manage the workgroup process. All of the workgroup's meetings are open to the public. Meeting schedules, locations, times and meeting materials will be available online, and will be listed below. All of the workgroup's meetings will be held at the Community Room of Bethany Village at 15220 NW Laidlaw Road.
2011 Workgroup Issues
″ Minimizing conflicts along the North Bethany Subarea's urban/rural edges
″ Developing standards for building variety and design
″ Developing criteria that addresses how to ensure that some of the identified community service uses are provided in the Subarea over time
″ Examining whether refinements are needed to the Article V interim pedestrian and bicycle standards, and refining assurances methods for park lands acquisition and conveyance to Tualatin Hills Parks and Recreation District (THPRD)
″ Creating new Planned Development standards for North Bethany
″ Creating new standards for cluster housing
″ Developing final plan amendment criteria for North Bethany
The "placeholder" issues will be addressed in upcoming Ordinance 739. If upcoming Ordinance 739 is adopted this year, the ordinances may be effective as early as November 2011.
