Action Plan for the North Bethany Placeholder Issues

At their December 6, 2011 Worksession, the Board of County Commissioners considered the draft Action Plan to complete the remaining Placeholder Issues for the North Bethany Subarea Plan.  The final Action Plan is posted below.

North Bethany Subarea Planning
 

The planning for the North Bethany Subarea consists of two key components:

 

Land Use/Transportation

The Washington County Board of Commissioners (BCC) adopted Ordinance 739-A on October 25, 2011. Ordinance 739-A amended the North Bethany Subarea Plan, including the removal of the FD-20 land use designation and application of urban land use designations; creation of a map identifying North Bethany urban/rural edge buffer elements; and amendments to existing plan text, maps and development standards to address issues such as provision of community service uses, urban/rural compatibility, and public facility and service requirements.

The BCC also directed action in 2012 on consideration of specific outstanding issues identified primarily as placeholders in Ordinance 739-A. These placeholders include:

- Allowing detached single family dwellings in R-15 NB District

- Planned development standards for a density bonus

- Planned development standards to adjust dimensional standards

- Cluster housing: two building prototypes - county's proposal (based on other jurisdictions' existing standards) and K&R's proposal (based on its Beaverton development)

- Finalizing the plan amendment criteria for North Bethany

- Determine if a plan amendment is needed for the final delineation of Significant Natural Resource boundaries

- Complete the Building Design & Variety standards for Section 390-20

- Examine the alignment of Road P16 concerning its crossing of the creek

- Consider if modifications to the standards for the assurance methods and acquisition of land for public facilities, especially parkland, should be made

- Consider the creation of new partition standards to allow for the acquisition of parkland prior to development of the subject site

- Consider the creation of partition standards for lots with more than one land use designation
