North Bethany Subarea Transportation Funding Information
The North Bethany Community Plan requires that an adequate level of transportation funding be assured prior to urban development occurring. This requirement can be found in A-Engrossed Ordinance No. 730, Exhibit 10, page 1 of 4, Implementing Strategy w. Once an adequate level of funding is assured, a legislative plan amendment may remove the FD-20 District and apply the urban land use designations.
The Interim Funding Strategy provides the road map for the assurance of adequate transportation funding. It includes existing revenue structures and 2 new revenue sources, each of which must be adopted separately. The Funding Strategy must necessarily remain interim until these 2 new revenue sources have been adopted.
1. The proposed North Bethany Transportation System Development Charge (SDC) can be adopted by the Board of County Commissioners (Board) by Resolution and Order. The Transportation SDC is provided below as separate Resolution for Board consideration. This revenue source is available for review concurrent with the Interim Funding Strategy.
2. The proposed North Bethany County Service District may be formed following the approval of the residents within the affected area. A timeline for placing this on the May 2011 ballot is attached as exhibit B of the Interim Funding Strategy.
