Cornell-Murray Property

Cornell-Murray RFEI_aerialWashington County is seeking creative developers – including retailers, restaurateurs and others – with innovative, feasible proposals for a vacant, County-owned, 0.76-acre property in the Cedar Mill town center, at the southeast corner of Cornell Road and Murray Boulevard.

 

RFEI responses requested by Sept. 14, 2015

County staff has issued a "Request for Expressions of Interest" (RFEI) for the site and is requesting responses by Sept. 14, 2015. The deadline is "soft;" the County will accept responses submitted after the deadline, up until a developer/project team is selected. The RFEI process is being used because it is flexible – no costly, complex responses are required.

Anticipated RFEI Review Schedule:

  • August 3, 2015: RFEI issued

  • August 24, 2015: Deadline to request clarifications to RFEI

  • August 31, 2015: County responses to requests for clarifications posted on this page. 

    • August 31 Update: We have received a number of inquires about the property, but no requests for clarification of the RFEI were submitted.

  • 4 p.m. Sept. 14, 2015: Soft deadline for RFEI submissions

  • By Oct. 12, 2015 (tentative): County completes preliminary evaluation of submissions; decision regarding next steps (short list interviews, etc.)

  • By Nov. 13, 2015 (tentative): Preliminary selection of project team(s), pending further negotiations

About the Cornell/Murray property

The County purchased the property in 2008 as part of a project that improved the Cornell/Murray intersection. The road project is complete, and the remaining property is now available for redevelopment.

It is in a highly visible location, at a gateway to the Cedar Mill Town Center. More than 30,000 cars pass the Cornell/Murray site on a typical weekday, and the site is served by two TriMet bus lines that provide connections to light rail. The Cedar Mill area has seen steady growth, with about 60,000 residents and 30,000 jobs in the area.

About the Cedar Mill community

Cedar Mill is a thriving community in urban unincorporated Washington County, with one of the highest average incomes in Oregon. Once predominantly a Portland bedroom community, Washington County has become a major economic driver in the region and the state. Intel has its largest concentration of jobs in the world in nearby Hillsboro. Nike and Columbia Sportswear are also headquartered nearby.

Existing uses in the area include Beaverton School District's Sunset High School, with about 2,000 students and teachers; a mix of retail and commercial businesses; and single-family and multi-family residential housing. Several new retail and commercial developments have been completed in the Cedar Mill town center in the past few years. New development will create several thousand new housing units in Cedar Mill in the next decade, based on recent trends.
