Commissioner Roy Rogers is the Vice-Chair of the Board and represents District 3, the communities of Bull Mountain, Garden Home, Metzger and the cities of Durham, Tigard, Tualatin, King City, Sherwood and a portion of Wilsonville. Commissioner Rogers has served as a Commissioner since January 1985 and is one of Oregon's longest-serving Commissioners.

Commissioner Rogers past governmental service includes being the Mayor of the City of Tualatin (1978-1985), a member of the Metro Joint Policy Advisory Committee on Transportation, a President of the Oregon Mayor's Association and a member of League of Oregon Cities Committee.
