COVID-19 Funding Opportunity/Application for Shower Trailer(s) & Services

 

APPLICATION OPPORTUNITY

Washington County Office of Community Development will provide a funding opportunity from the CARES Act, COVID funding, for 501(c)(3) non-profit organizations.  Specifically, this opportunity is to provide for acquisition of a shower trailer(s) and for the one-year operation of same.  The Office of Community Development (OCD) will hold a 1.5-hour workshop on Friday, April 23, 2021 from 9:00 to 10:30AM .  This workshop with be available via ZOOM and attendance is mandatory for applicants.  After the workshop, the Shower Trailer application, Rating Sheet, Specifications List and Timelines will be made available. Applications are due Friday, May 21, 2021 midnight.

BACKGROUND 

On March 27, 2020, the Coronavirus Aid, Relief, and Economic Security (CARES) Act was signed into law as P.L. 116-136 and contains several provisions aimed broadly at stabilizing the economy and helping affected households and businesses impacted by the Coronavirus pandemic. Funding was allocated under the Community Development Block Grant program and is referred to as “CDBG-CV.” Washington County desires to have certain services performed by the Agency/Applicant for the purpose of implementing eligible activities under the Act and HUD regulations.  In the spring and summer of 2020, Community Consultations were held to determine community need. The need for a shower trailer for houseless persons was expressed by community members.  This is an eligible CDBG activity under Public Services as it demonstrates a direct tie to the COVID pandemic.

 

COVID APPLICATION

In that the CDBG-CV funds are made available from the federal government to prevent, prepare for, or respond to the pandemic, this application must contain an element of programming related to the COVID pandemic. This response is a threshold requirement. Applications that do not contain a COVID program element will be rejected.  The Washington County Policy Advisory Board will review and rate the applications.  An estimated project start date is August 1, 2021.

CDBG APPLICATION WORKSHOP FY 21/22

 

Washington County's Office of Community Development (OCD) will be conducting its Application Workshop for the 2021 funding year (July 1, 2021 through June 30, 2022). Staff will review new policies, give a program overview, and go over application requirements for CDBG public facility, infrastructure and public service projects.
