2020-2024 Consolidated Plan and Analysis of Impediments

Purpose of Planning Efforts

The U.S. Department of Housing and Urban Development (HUD) requires that jurisdictions receiving Community
Development Block Grant (CDBG), HOME Investment Partnerships and Emergency Solutions Grant program funds
conduct planning efforts to address regulatory requirements.

The Consolidated Plan is a five-year housing and community development strategic plan that is based on quantitative
and qualitative data collection combined with community engagement (involving county departments, city partners,
state agencies, non-profit partners and community members) to inform how to best utilize the scarce federal resources
over the five year period.

The Analysis of Impediments uses collected data to identify and analyze impediments to fair housing choice and
develop strategies to address those impediments.This planning effort also involves a comprehensive community
engagement process.

These two planning efforts will be undertaken beginning in December of 2018 and continuing through May of 2020.

Consortium Partners

Washington County and the cities of Beaverton and Hillsboro
are working jointly on these planning efforts. All three jurisdictions receive direct funding from HUD under the CDBG
program. In addition, the two cities are members of the HOME Consortium. As such, all three have responsibilities
under both planning efforts. Washington County is the lead entity for the completion of both plans and is responsible
for the submittal of the 2020-2024 Consolidated Plan to HUD using the Agency's required template.

Consultant Services

Washington County has hired Root Policy Research (http://www.rootpolicy.com) as the primary consultant to assist in the development of the 2020-2024 Consolidated Plan as well as the Analysis of Impediments to Fair Housing Choice.  Root’s work will include quantitative data collection and analysis which will be used to prepare a Housing Market Analysis, a Housing Needs Assessment for those who are homeless, have lower incomes and are from special needs populations.  Root will also conduct 4-6 focus groups with persons from special needs populations.  Root will complete substantive portions of HUD’s Consolidated Plan template and  will complete the Analysis of Impediments. 

Washington County has also hired the Fair Housing Council of Oregon (http://fhco.org) to conduct pairs testing in rental housing to inform the development of the Analysis of Impediments.  This data will be added to other data to be collected to identify barriers to fair housing choice.  From this data, the County, the City of Beaverton and the City of Hillsboro will develop actions to address impediments.
