Affordable Housing Development Portfolio Rehabilitation
The Housing Authority of Washington County (HAWC) is embarking on a rehabilitation of its portfolio of ten (10) buildings which make up over 500 units around the County. HAWC understands that these affordable housing properties are an important community resource. Over the course of the upcoming years, HAWC will be working with its development consultant to upgrade the exteriors and interiors of the buildings. This will allow HAWC to ensure the long-term viability of this portfolio. This work will be wide ranging and staff will be working with residents on this plan. Not all buildings will be receiving immediate rehab as it sometimes takes months and years to get the financing in place and then develop a scope of work and get the construction company in place.
The first four (4) buildings that are part of the rehab plan are Bonita Villa, Parkside, Villager and Aloha Park. HAWC will be working with our development consultants, investors and construction partners to complete up to $25 million dollars in rehab at these four (4) sites. HAWC is working with our development consultants on the financing and scope of work for a fifth building in Tigard which will also include the renaming and rebranding of that site. Once the construction commences on these five (5) sites, HAWC will continue to work with our development consultant on a financing and construction plan for the remaining sites.

We are excited to provide a high level overview of the Scope of Work that will be completed at all of these properties. Please keep in mind that funding must be approved and permits must be obtained before this construction will take place.

Renovation Plans: Bonita Villa will have a complete modernization of interior living spaces, exterior facades, building envelope, and balconies. There will also be significant improvements to major building components including the plumbing and electrical systems. The design plan will also make site improvements to ensure the property meets accessibility standards including reconfiguring five units to be fully accessible.
A virtual resident meeting was held on June 29th to give Bonita Villa residents the opportunity to ask questions and learn more about the property’s renovation efforts. The questions answered at the meeting are listed in this Frequently Asked Questions document (in both English and Spanish) for residents who were unable to attend. We plan to hold additional meetings in the upcoming months to continue updating our residents on the progress of the project.

Renovation Plans: Parkside will have a modernization of interior living spaces with new resilient flooring and unit appliances.
Location: 1921 Fir Road, Forest Grove
Number of Units: 36
Renovation Plans: The design plan for Villager will include modernization of interior living spaces and site improvements to improve accessibility. Four units at Villager will be reconfigured to be fully accessible. The leasing office and on-site laundry facility will also be reconfigured to optimize the existing space.
Aloha Park Apartments
Location: 875 SW 185th Avenue, Beaverton
Number of Units: 80
Renovation Plans: The interior living spaces at Aloha Park will be renovated with new resilient flooring and other soft finishes. The building envelope will also receive upgrades to improve building performance and long-term longevity. The property will also benefit from site improvements to allow better access to property amenities for all individuals. The property will also have four units reconfigured to be fully accessible.

Renovation Plans: The interior living spaces at this property will be renovated with new resilient flooring, unit appliances, and entry doors. The building envelope will also receive significant upgrades to improve building performance and ensure long-term longevity. The property will also have site improvements to the parking lots, pedestrian walkways, and unit stairways. Site lighting will also be upgraded with to improve efficiency and enhance security at the property.
