Washington County Department of Land Use & Transportation (LUT), is asking the public to transact all business remotely – by phone, email or online – to help mitigate the spread of COVID-19.

LUT offices remain open for business that absolutely cannot be conducted remotely. However, in accordance with Centers for Disease Control and Prevention, state and County guidelines, LUT staff are working from home (telecommuting). In-office staff is being kept to a minimum whenever possible. As a result, front office staffing is decreased. In-person services will take longer than usual.

Use our online Public Permitting and Services Portal at  for development applications, facility permits, right-of-way permits, to pay for building permits, schedule inspections and more.

Stacy Shetler, County Engineer/Division Manager

The Engineering, Traffic and Survey Section provides design and review services for capital projects throughout Washington County. Engineering staff reviews all road improvement construction plans for work in County Rights of Way.  Responsibilities also include maintaining the Road Design and Construction Standards and the archive of project as-builts.
