857 Ordinance No. 857 amends the Comprehensive Framework Plan for the Urban Area (CFP), the Aloha-Reedville-Cooper Mountain Community Plan, and the CDC to create new Pedestrian-Oriented Mixed-Use Districts, and apply them to portions of the Aloha Town Center within approximately 1/4-mile of the Tualatin Valley Highway/SW 185th Avenue intersection. The intent of these changes is to encourage future development of the area that is pedestrian-friendly and transit-supportive. 11/28/19

Ordinance No. 854 amends the Rural/Natural Resource Plan (RNRP) to expand the Baker Rock Farmington Quarry District A overlay (protected resource quarry area) and identify land within that overlay as a new Area of Special Concern (ASC); and expand the District B overlay (to protect the expanded quarry from potential conflicting offsite uses within 1,000 feet). The amendments allow future expansion of the quarry subject to land use review and conditions. The application was processed as both a quasi-judicial (Casefile 19-128-PA) and legislative action.

843  Ordinance No. 843 makes amendments to the Comprehensive Framework Plan for the Urban Area, the Transportation System Plan, and the North Bethany Subarea Plan of the Bethany Community Plan relating to the following changes to primary streets in the North Bethany Subarea: an adjustment of the Road A alignment, the removal of a segment of Primary Street P4, and the removal of a segment of Primary Street P16. The changes are proposed in order to limit impacts to an identified wetland. 11/23/18
842 Ordinance No. 842 makes limited amendments to the Community Development Code (CDC) to facilitate development of housing. 811-A  A-Engrossed Ordinance No. 811 amends the Community Development Code (CDC) to update flood plain regulations in unincorporated Washington County in response to new Federal Emergency Management Agency (FEMA) requirements. The amendments provide a new effective date for the county Flood Insurance Rate Map (FIRM), modify flood plain criteria for non-dwelling structures, and provide instructive language for applicants when requesting revisions to the county flood plain map. 11/3/16
810-B  B-Engrossed Ordinance No. 810 amends the Community Development Code (CDC) to address the growing of marijuana for commercial recreational purposes in urban residential areas of unincorporated Washington County. Additionally, the ordinance requires a Type II land use procedure for any new structure used for growing recreational marijuana in non-residential districts and adds clarifying language to relevant CDC sections based on modifications to state law. 11/25/16

805 Ordinance No. 805 removes a segment of Primary Street P2 between NW Kaiser Road and Primary Street P3 in the North Bethany Subarea, and modifies the number and location of planned north-south pedestrian trail crossings of Bethany Creek. These changes were requested by Clean Water Services in order to minimize impacts to adjacent wetlands and Bethany Creek, and to facilitate a planned stream restoration and wetland enhancement project. Amendments are made to the North Bethany Subarea maps in Policy 43 of the Comprehensive Framework Plan for the Urban Area, the Functional Classification map in the Transportation System Plan, and text and maps in the Bethany Community Plan, Chapter 2: North Bethany Subarea Plan. 11/27/15
804-A A-Engrossed Ordinance No. 804 responds to changes in state law specific to the lawful use of marijuana for recreational purposes. The ordinance proposes to amend existing language in the Community Development Code related to time, manner, and place regulation of medical marijuana dispensaries, replacing "Medical Marijuana Dispensary" with "Marijuana Facility" and defining these terms. 11/27/15
803 REJECTED Ordinance No. 803 (contents incorporated into 802-A) would have implemented the Bonny Slope West subarea of the Cedar Hills-Cedar Mill Community Plan by establishing urban land use designations for the subarea. The ordinance would have amended the Comprehensive Framework Plan for the Urban Area, the Cedar Hills-Cedar Mill Community Plan and the Community Development Code to effect this change. Ordinance adoption was contingent on adoption and implementation of transportation financing mechanisms. REJECTED 9/22/15

801 REMANDED Ordinance No. 801 would have amended Chapter 2: North Bethany Subarea Plan of the Bethany Community Plan and the Community Development Code (CDC) Section 390 to reduce the "Natural Features Buffer with Fencing" to a uniform width of fifty (50) feet. The ordinance also would have added new landscape screening and buffering requirements to ensure compatibility between new urban development within North Bethany and agricultural practices on adjacent rural lands outside the Urban Growth Boundary. 799-A A-Engrossed Ordinance No. 799 incorporates recently adopted planning efforts by other jurisdictions into the Washington County Transportation System Plan (TSP) and updates various transportation system maps for consistency. This ordinance also amends the Comprehensive Framework Plan for the Urban Area and the Community Development Code in response to the goals and strategies identified during the recent update of the TSP. The amendments focus on connectivity and public facility requirements and also include updates to other transportation related aspects of the Community Development Code. 11/27/15

A-Engrossed Ordinance No. 774 proposes to amend the Community Development Code to change the development of accessory dwelling units from a Type III use in the R-5 District (Residential 5 Units Per Acre) and from a Type II use in the R-6 District (Residential 6 Units Per Acre) to a Type I use in both districts. The ordinance also proposes to allow up to 800 square feet of total floor area in an accessory dwelling unit if the Americans with Disabilities Act standards are followed during design and construction. 11/21/2013
773-A A-Engrossed Ordinance No. 773 proposes to amend Section 430-63 of the Washington County Community Development Code (Code) relating to home occupations.  Primary changes include removal of existing restrictions on warehousing, distribution, and retail sales of pre-manufactured products.  To prevent prospective impacts to surrounding neighborhoods, additional changes are proposed to limit business-related deliveries/pick-ups, storage, and onsite consumption of intoxicants. 11/21/2013

A-Engrossed Ordinance No. 772 proposes to add a new section (Section 389) to the Washington County Community Development Code (Code) relating to a Residential Airpark Overlay District. The ordinance also proposes to amend Policy 28 (Airports) of the Washington County Rural/Natural Resource Plan to add text relating to Residential Airpark Overlay District and to replace the existing Sunset Airstrip map with a new map that shows the Residential Airpark Overlay District boundaries.

769-B  B-Engrossed Ordinance No. 769 proposes to amend the Comprehensive Framework Plan for the Urban Area and the Community Development Code (CDC) to comply with the Religious Land Use and Institutionalized Persons Act (RLUIPA). The state's final amendments to OAR 660-033-0120 (RLUIPA rulemaking) occurred in February 2012, so the county is now updating its Comprehensive Plan to implement the new OAR.
