Steve Franks Appointed Assistant Director of Land Use and Transportation

Andrew Singelakis, Director of Washington County’s Department of Land Use and Transportation (DLUT), announces the appointment of Steve Franks, AICP as the department’s new Assistant Director.

Mr. Franks joined the department as Development Services Manager in October 2010. He previously served as Development Services Director for the City of Olathe, Kansas and Planning Director for the City of Spokane, Washington. 

Mr. Franks will retain his Development Services oversight role until his replacement is hired, and he will immediately assume oversight of all of the department’s permitting functions. He will also assume primary responsibility for other department-wide initiatives.

“Steve has demonstrated his ability to improve our internal processes and enhance our customer service,” said Singelakis. “I’m looking forward to working with Steve to continue those efforts across the department.”

Mr. Franks holds Masters degrees in Urban and Regional Planning and in Public Administration, and a Bachelors degree in Business Administration. He is a member of the American Planning Association and is certified by the American Institute of Certified Planners.

Washington County’s Department of Land Use and Transportation is responsible for a wide range of transportation, planning, permitting and road maintenance services. The department is supported by an annual budget of approximately $200 million and is staffed by approximately 295 employees.
