Concealed Handgun Licenses

Concealed Handgun Licensing (CHL) is one of the sheriff's mandates, per ORS 166.291. We process new CHL and renewals for current Washington County community members, and license transfers for those who have recently moved to Washington County. Details on how to apply and schedule an appointment for a new CHL may be found below.

The Sheriff's Office administers the concealed handgun licensing program for residents of Washington County.  Each applicant is fingerprinted and photographed, and an extensive criminal, civil, and mental health background check is conducted. Currently, there are approximately 28,000 Washington County residents with a concealed handgun license. The following list is a summary of the requirements set forth in ORS 166.291.


To qualify for a concealed handgun license you must:

  • be at least 21 years of age

  • provide documents indicating that you are a US citizen (a valid US passport OR a birth certificate issued by Vital Statistics) or have proof of application with intent to become a citizen

  • provide written documentation that demonstrates that you have taken a handgun safety course

  • pass a background check

Important Information for Out of State Applicants
Out of State applications must have ties that are specific to Washington County. Family that currently resides in Washington County or the ownership of property/business in Washington County. A letter to the Sheriff specifically explaining one of the reasons mention above must be attached to the CHL application. Without this letter, your application will not be processed.

Oregon CHL Course and Certificate

The Oregon State Sheriffs' Association (OSSA) has created an educational course which satisfies the Oregon handgun safety training requirement to obtain your concealed handgun license.  Visit the OSSA website for details.

Application Checklist
  1. Complete the required handgun safety component prior to submitting an application.
  2. Have proof of citizenship or have filed the N-300 or N-400 naturalization application.
  3. Complete the application and e-mail as an attachment. (IMPORTANT: We cannot process applications that have been filled out on, or emailed from, a phone, tablet, or other mobile device. Please use a PC or Mac computer only.)
  4. Schedule your appointment online.
  5. Review additional concealed handgun license requirements - please print and retain for your records.

Renewals:  Washington County residents wanting to renew their concealed handgun license, must complete the renewal application and schedule an appointment online


Address Change: If you are a current Washington County CHL cardholder and have moved within Washington County, please change your DMV information first, and then mail the application form with a check or money order of $15 made payable to WCSO. 


Duplicate Cards: Mail the application form with a check or money order of $15 made payable to WCSO.

Name Change: Mail the application form with a check or money order of $15. Proof of the legal name change is required. (Examples: Court Document, Marriage Certificate, Drivers License, Social Security Card, etc.)
